Pack 831 Camping Guidelines


A. All Pack 831 camping activities will abide by the Guide To Safe Scouting as well as abiding by BSA health, safety and Youth Protection guidelines. The BSA guidelines for cub level (Ranks Tiger through WEBELOS) camping may change, necessitating a revision of the following.

B. All Pack 831 unit - level camping activities will have:

1. BSA Leadership provided by CM, ACM, and/or DL
2. A BALOO trained leader
3. Current health and emergency contact information in hand for every attendee. This includes, but is not limited to, the scout, parent(s), guardian(s), adult partner(s), sibling(s), friends of the scout, etc.
4. Proper and current training and safety documentation in hand.

C. Supervision:

1. Each Pack 831 scout will be accompanied and supervised by at least one parent, guardian and/or adult partner
2. Allowances for sibling pairs, etc will be made
3. The only exception to this “one on one” rule is that a WEBELOS scout may attend a council sponsored WEBELOS / Boy Scout combined overnighter unaccompanied by a parent, guardian and/or adult partner providing:

a. The WEBELOS is supervised and accompanied by another adult, other than a Pack or Den leader.
b. The adult has in hand a permission slip, approved by the Pack Committee, which has been signed by the WEBELOS scout's parent, guardian and/or adult partner.
c. The outing involved is a "must go to" for the WEBELOS scout in order to meet rank requirements or AOL.

D. Transportation:

1. Class A uniform will be worn during transportation
2. Scouts will be required to ride with their family
3. Transportation to and from the camping activity will be provided by the family's privately owned vehicle
4. A Local Tour Permit submitted to the Council office is required (state that transportation is provided by POV in the auto/rider section) for unit - level camping activities.

E. Tiger Rank

1. Tiger Cubs may only participate in:

a. Council managed Family Camping, e.g. Fall Fest
b. Unit Level Overnighters, e.g. Pack All - Ranks Camping


F. Cub (Wolf and Bear) and WEBELOS Ranks may participate in the following overnight camping activities:

1. Family Camping:

a. An outdoor camping experience, other than resident camping, that involves Cub Scouting, Boy Scouting, or Venturing program elements in overnight settings with two or more family members including at least one BSA member of that family. Parents are responsible for the supervision of their children, and Youth Protection guidelines apply. Guide to Safe Scouting - www.scouting.org
b. Family Camping is not an official BSA activity and BSA insurance does not apply. Furthermore the camping activity should not be planned within the scope of any Pack or Den function or considered to be part of any Pack or Den function.
c. Pack 831 suggests that Family Camping attendees:
-Have an attendee that is BALOO trained
-Have current health and emergency contact information in hand for every attendee.

2. Recreational Family Camping:

a. When scouting families camp as a family unit outside of an organized program. It is a non-structured camping experience, but is conducted within a Scouting framework on local council-owned or -managed property. Guide to Safe Scouting - www.scouting.org
b . Pack 831 suggests that Recreational Family Camping attendees:
-Have an attendee that is BALOO trained
-Have current health and emergency contact information in hand for every attendee.

3. Pack Overnighters:

a. These are pack-organized overnight events involving more than one family from a single pack, focused on age-appropriate Cub Scout activities and conducted at council-approved locations (councils use Site Standards Approval, No. 13-508). If nonmembers (siblings) participate, the event must be structured accordingly to accommodate them. BSA health and safety and youth protection guidelines apply. Each youth participant is responsible to a specific adult.
b . Adults giving leadership to a pack overnighter must complete Basic Adult Leader Outdoor Orientation (BALOO, No. 34162A) to properly understand the importance of program intent, youth protection guidelines, health and safety, site selection, age-appropriate activities, and sufficient adult participation. b. Pack 831 strongly encourages rank focused camping be planned at this level. Camping dates must be included on the Pack 831 program calendar.
